Smart City Construction: Future Prospects

The construction of new-type smart cities has become an important path to promote new urbanization, improve urban governance levels, and solve the problems of big cities.

The report "The Current Status, Trends, and Prospects of New-Type Smart City Development in China" written by the research group of the National Information Center was released, which is also a major statistical special topic research report of the National Bureau of Statistics.

The report points out that China's new-type smart city construction has made positive progress. The expansion and acceleration of urban digital infrastructure, the continuous enrichment of urban digital life service scenarios, and the continuous optimization of urban data element sharing, opening, and development application mechanisms have also empowered the integrated development of production and cities.

Looking forward, the report believes that the role of data elements driving the construction of new-type smart cities is becoming more and more prominent, digital technology is accelerating the integration and application in urban-level scenarios, green and low-carbon will become a new direction for the development of smart cities, and the construction of smart cities will also promote the coordinated development of urban and rural areas.

The concept of smart cities entered China in 2008 and gradually spread to multiple fields and developed at multiple levels.

The report shows that new-type smart cities are a systematic project that includes digital infrastructure, data resource systems, and smart applications in services, governance, and industries, and is a common result of multi-party collaborative promotion. The evaluation results of new-type smart cities across the country in 2019 show that more than 88% of the participating cities have established a smart city coordination mechanism, further promoting the implementation of new-type smart city construction.

Since the official establishment of the National Data Bureau in October 2023, various provinces, autonomous regions, municipalities directly under the Central Government, and prefecture-level cities have further centralized the functions of smart city planning, project construction and operation, and data element management, laying a good foundation for the unified management of smart city construction in the region and promoting sustainable and healthy development.

In recent years, urban digital infrastructure has expanded and accelerated, with extensive coverage of 5G networks, comprehensive growth of IPv6, and accelerated upgrades of fiber-optic broadband networks. The construction, networking, and intelligent transformation and renovation of urban traditional infrastructure have been deeply developed, providing a solid foundation for the construction of new-type smart cities.

Data released by the Ministry of Industry and Information Technology shows that the total number of 5G base stations in China has exceeded 4 million, achieving "county-wide access to gigabit" and "town-wide access to 5G". The mechanisms for sharing, opening, and developing the application of urban data elements are also continuously being optimized. On October 9th, the General Office of the CPC Central Committee and the General Office of the State Council officially announced the "Opinions on Accelerating the Development and Utilization of Public Data Resources." This is the first top-level design document at the central level to set rules and directions for the development and utilization of public data.

Public services are one of the basic functions of cities. As the construction of smart cities deepens, digital public services further improve in quality and expand in scope, playing a greater role in popularizing public services and promoting equitable and sustainable development.

The report shows that the national integrated government service platform has more than 1 billion real-name registered users, achieving standardized services for more than 10,000 high-frequency applications. A large number of high-frequency government service items have been realized through one network and cross-province handling. Various places have innovatively carried out Internet + government services, and a number of replicable and promotable typical practices have emerged. For example, Shanghai uses artificial intelligence technology to assist in simplifying the application process, providing enterprises and the public with intelligent pre-filling, intelligent pre-audit, automatic approval, and other intelligent services. In 2023, more than 200 high-frequency items applied on average have a pre-filling proportion of 78%, and the pre-audit proportion exceeds 90%. This has effectively simplified the declaration process and significantly reduced the online filling time.

Green and low-carbon have become a new direction for development.

Cities are the largest application scenarios for achieving dual-carbon goals, and energy transformation and digital twins are driving the green construction of smart cities.

Focusing on building resilient, livable, and smart cities, expanding urban green ecological space, strengthening ecological environment governance, improving the level of smart city governance, and promoting green, low-carbon, and circular development have become important directions for the transformation and development of smart cities.

The report points out that in the future, the construction of new-type smart cities will further promote the construction and upgrading of green and low-carbon infrastructure, such as green buildings, green data centers, charging piles, green power grids, distributed photovoltaics, etc., promote refined and scientific governance of the ecological environment, popularize applications such as industrial carbon footprints and life carbon benefits, and use green power plus digital power to improve the green and digital level of urban life and production in all aspects, promoting green production, green life, and green ecological livability of cities, and creating green and low-carbon smart cities.

The construction of smart cities will also drive the coordinated development of urban and rural areas. The report believes that at present, digital development has become an important part of the construction of new-type urbanization in counties and rural revitalization. On the one hand, the construction results in various fields of new-type smart cities are accelerating to the countryside, and various government service platforms and comprehensive smart city application Apps are continuously extending to the grassroots and rural areas, which has effectively promoted the modernization of rural grassroots social governance; on the other hand, the integrated application of digital technology in various production and life scenarios can break through the restrictions of geographical space between different regions, such as the development of rural e-commerce, online live broadcasting, remote medical treatment, online education, and digital inclusive finance, thereby achieving cross-space exchange of important goods, services, and information, promoting resource complementarity, comprehensive integration, and common prosperity between urban and rural areas, and between regions.

In addition, the construction of smart city clusters has effectively promoted the integration of urban infrastructure and the transformation of industrial development.
